We all hope that we can get an ideal job near home and our family members are healthy. Residents in Gaoqing (a city in China) can fulfill those wishes at the beginning of 2018 with the construction of Smart Gaoqing.
Wang Di, a 2017 graduate of computer science in a vocational college in Shandong Province: “My largest concern in 2017 was whether I could find a good job related to my major in my hometown when I graduated. I hope my hometown can offer more jobs.”
Mr. Li in the Environmental Monitoring Team of Gaoqing Environmental Protection Bureau: “As a novice, my deepest feeling in 2017 was that environmental law enforcement was definitely laborious. Every time I go to the site, I have to take a laptop, camera, voice recorder, and so on. In remote areas with the poor signal, I cannot send on-site data quickly. As a result, the law enforcement efficiency is low. The public is not satisfied but I can do nothing. I hope that devices become lighter and our efficiency becomes higher.”
Mr. Zhang, 73 years old: “With hypertension and coronary heart disease, I need to do regular medical examinations at Gaoqing People’s Hospital 20 kilometers away, which takes a whole day each time. This is a painful experience and I’m afraid of getting sick on the way. I wish to do medical examinations near home.”
Good Jobs Nearby
With graduation approaching, Wang Di found a job opportunity, the on-site Big Data O&M engineer of Shenzhen XX Software Co., Ltd. With a generous salary, this position was in Gaoqing, close to her hometown Zichuan District, Zibo. She sent her resume immediately in ecstasy. Now, she works in the IoT Industry Park, Gaoqing. Her company has bright offices and clean employee dormitories. Working with vigorous young colleagues, Wang Di has access to cutting-edge technologies such as the IoT, Big Data, and cloud computing, which brings her confidence in the current job and future career development.
In the past, Gaoqing’s economic development relied on enterprises with severe pollution, such as chemical, clothing, and textile enterprises and fossil fuel power stations. Under the Smart City framework, Gaoqing government signed strategic cooperation agreements with Huawei and its partners, such as Dalian Kingwisoft, AOD, Telchina Smart Industry Group, Shandong Nine Dimensions, and Helowin. The government wanted to reconstruct traditional industries with the IoT, Big Data, cloud computing, and other emerging technologies.
The government has made concrete efforts to build Yellow River Delta IoT Industry Park. The first phase project includes five centers (cloud computing Big Data center, customer service cloud call center, start-up incubation center, creative design center, and smart Gaoqing command center) and one college (Network Information Vocational College). The cloud call center alone creates more than 1000 jobs. The dream comes true that young adults in Gaoqing and surrounding areas have decent jobs with stable income nearby.
Powerful Work Tool
A month ago, Mr. Li obtained a Huawei EP820 broadband trunking handset thanks to the Smart Environmental Protection project. The integrated intelligent terminal provides most functions of the traditional environmental protection law enforcement box, including private and group calls, SMS, MMS, and one-click video backhaul. The terminal uses IP67 waterproof, dustproof, and shockproof design, and can adapt to harsh outdoor law enforcement environment.
In addition, the partner’s environment monitoring and mobile law enforcement app is installed on the EP820. Users can view monitoring data, such as exhaust gas, waste water, and solid waste, anytime and anywhere, record on-site inspection data, take photos as evidence, sign their names, and transfer real-time data to the background system. More importantly, Mr. Li does not need to worry about network signals because the Huawei eLTE wireless private network covers every corner of Gaoqing, including urban and rural areas.
The EP820 is only a terminal in the smart environment protection system. With project development, a comprehensive, GIS-based environment protection system is being formed. The system enables automatic monitoring of various objects, such as exhaust gas, waste water, solid waste, sewage plant, water source, and city air. In this way, it helps environmental departments and city managers accurately know the ecological environment and change patterns and take scientific measures in a timely manner, providing technical support for eco-friendly economic development.
Serious Illness Treatment in the Village Healthcare Center
Mr. Zhang did not expect that he could talk with cardiovascular experts of General Hospital of the People’s Liberation Army 400 km away in the village healthcare center since October 2017.
The Gaoqing Smart healthcare Cloud Platform built by Huawei and Helowin connects different medical institutions, from village and town healthcare centers to county hospitals and even famous hospitals in Beijing. With the platform, we can flexibly share and exchange medical information and resources.
Now, a doctor in the village healthcare center has put a wireless medical monitoring device on Mr. Zhang to monitor his electrocardiogram, respiration, blood pressure, blood oxygen, pulse rate, and other physiological parameters all the time. The data is transmitted to the HIS through the eLTE wireless private network. Mr. Zhang’s electronic medical record will be automatically updated, making the patient’s data more complete and accurate.
If the monitoring data is abnormal, HD video conferences will be held between hospitals for expert consultation using Huawei telepresence system. This enables the healthcare mode of “minor illnesses treated in communities and serious illnesses treated in large hospitals”.
The three stories are fragments of Smart Gaoqing project and reflect tangible benefits offered by Smart City construction to the public and government staff.
Smart Gaoqing construction is entering the fast lane. The cloud computing center of 13,000 square meters and the 18-storey smart building are under construction. The eLTE trunking private network and IoT private network are expanding from the urban area to each village, carrying numerous data and infinite possibilities. The Big Data platform is integrating 10 million-level data of 90+ government agencies, facilitating data sharing to improve service efficiency. The GIS map of 2D and 3D convergence is integrating thousands of urban and rural components, enabling visualized city administration. The converged video sharing platform based on the video cloud is coordinating video resources of public security, city management, environmental protection, food and drug administration, and other agencies, supporting visualized city management. The comprehensive grid platform divides Gaoqing into 243 grids to implement refined social governance. Smart applications have sprung up, changing industries in Gaoqing.
At the Asia-Pacific Smart City Development Summit Forum 2017, Gaoqing won the China Smart City Innovation Award.
